The Cook Islands is finalizing licenses for Chinese fishing vessels to conduct exploratory work on skipjack, yellowfin, and swordfish.
The Cook Islands wants to expand its fishing industry and also encourage investment in onshore processing of fish.
This has the potential to create jobs for in the country, but local fisherman say their livelihoods are at risk.
